How Vernal City, UT Used Data-Driven Road Management to Secure Infrastructure Funding

Vernal City, Utah needed a more strategic way to manage its roads after funding changes left the city without a long-term road maintenance plan. Using vialytics' road condition assessments and treatment planning tools, the city was able to build a data-driven strategy that supported a successful grant application for roadway rehabilitation.

About Vernal City, UT

Located in northeastern Utah, Vernal City maintains a network of local roads that support residents, businesses, and visitors throughout the community. As the city continues to invest in its infrastructure, reliable roadway data has become an important tool for planning and prioritizing maintenance projects.

Like many municipalities, the city must balance infrastructure needs with limited budgets while planning for long-term roadway improvements.

Turning Road Assessments into a Funding Strategy

Vernal City, UT vialytics system

When Streets Superintendent Clint Morton joined Vernal City, there was no formal road management plan in place. Road conditions were largely assessed through human judgment, making the process time-consuming and difficult to standardize.

To establish a clearer picture of roadway conditions, Vernal implemented vialytics and generated PCI ratings across its network. Using the platform's Treatment Planning tools, the city identified priority roads, evaluated maintenance strategies, and developed repair cost estimates using local pricing data.

The resulting plan identified 16 priority roadway segments representing more than 134 lane miles and approximately $2.46 million in projected rehabilitation and maintenance work.

Vernal also used vialytics' condition maps and planning tools to visually highlight priority projects within its Community Impact Board (CIB) Grant application. The objective data, cost estimates, and supporting visuals helped strengthen the city's funding request, which ultimately resulted in a successful grant award.

Conclusion

For Vernal City, vialytics provided more than a road assessment. It delivered the data and planning tools needed to create a structured roadway management strategy and build a compelling case for infrastructure funding.

By combining objective PCI ratings, treatment planning, repair cost estimates, and visual mapping tools, the city was able to move beyond reactive maintenance and make more informed decisions about its roadway network. The successful CIB grant award demonstrates how data-driven planning can help municipalities secure funding and confidently prepare for future infrastructure needs.
