When Streets Superintendent Clint Morton joined Vernal City, there was no formal road management plan in place. Road conditions were largely assessed through human judgment, making the process time-consuming and difficult to standardize.

To establish a clearer picture of roadway conditions, Vernal implemented vialytics and generated PCI ratings across its network. Using the platform's Treatment Planning tools, the city identified priority roads, evaluated maintenance strategies, and developed repair cost estimates using local pricing data.

The resulting plan identified 16 priority roadway segments representing more than 134 lane miles and approximately $2.46 million in projected rehabilitation and maintenance work.

The objective data, cost estimates, and supporting visuals helped strengthen the city's funding request, which ultimately resulted in a successful grant award.
