Located in the southwest corner of Indiana, Knox County is one of the state's oldest counties, home to rural communities, growing road demands, and a broad mix of infrastructure. The county oversees 870 miles of roads, more than 200 bridges, and over 2000 small structures and culverts, all managed by a 28 person highway team. 


Before vialytics, the department relied on a combination of paper maps, siloed programs, and memory to track assets. Asset documentation was sparse, scattered, and hard to update. Road condition assessments were infrequent, and planning required physically driving the network—leading to inefficiencies and missed opportunities for maintenance.

Modernizing Road Management with Data

In 2023, Knox County adopted vialytics to bring structure, speed, and visibility to their road and asset management. Through the ToDo app, crews began collecting real-time, geolocated photos and condition data on culverts, bridges, and pavement segments. Within months, the team inventoried tens of thousands of assets and integrated PASER ratings across their network.

The system was rolled out across the entire department—from field crews to administrators. Matt Holden, Knox County’s Highway Engineer and Superintendent at the time, led the internal training and daily use.

A Collaborative Rollout for Long-Term Success

vialytics worked directly with Knox County to configure the platform to local needs. Custom property fields were created to document different culvert types, bridge specs, and material conditions. Matt and his team collected the first wave of data in the field, refining the system as they went.

Together, the goal was simple: give Knox County a modern, flexible road management system that could scale across crews, capture actionable insights, and support long-term budgeting and planning. The partnership has since expanded to neighboring Gibson County, where Matt now continues implementation.
