The Borough of Honesdale, Pennsylvania has been named the 2025 vialytics RoadStar Award winner in the Asset Master category, recognizing the community’s commitment to building a comprehensive digital inventory of its public infrastructure.

Using the vialytics platform, Honesdale’s Department of Public Works has documented more than 600 municipal assets, including crosswalks, fire hydrants, streetlights, stormwater infrastructure, and parking meters. This growing digital catalog gives the borough a clearer picture of the infrastructure it owns and maintains and helps the team make more informed maintenance and planning decisions.


Moving Beyond Annual Inspections 

“Before implementing vialytics, the borough did not have a formal system for tracking roadway conditions,” said Dave, Director of Public Works for the Borough of Honesdale. “Typically, an annual inspection would be conducted, and based on visual observations, roads would be prioritized for repair or replacement.”

While this approach provided a general understanding of infrastructure conditions, it made it difficult to track changes over time or support long term planning with reliable data.

“This process provided only a limited snapshot of conditions and made it difficult to track changes over time or plan long term maintenance in a data driven way,” Dave explained.

Building a Digital Inventory 

For Honesdale, the idea of building a digital infrastructure inventory was a natural next step.

“I have always used digital solutions to catalog and inventory my personal assets, so it seemed logical to apply a similar approach to managing public infrastructure,” Dave said.

By documenting physical infrastructure in a centralized digital system, the borough can organize information more efficiently and maintain a clear overview of the assets it is responsible for maintaining.

“Creating a visual and digital catalog of physical public assets allows us to organize information more efficiently and provides a clearer picture of what the borough owns and maintains.”

Tracking the Assets That Matter Most 

While Honesdale has documented a wide range of assets, certain infrastructure elements play a particularly important role in day to day management.

“The largest number of assets we’ve documented are parking meters, as the borough operates more than 600 of them,” Dave explained.

At the same time, some assets have a more direct impact on infrastructure performance and public safety.

“The most critical assets for us to monitor are road surfaces and stormwater inlets, since they directly impact transportation safety, infrastructure longevity, and overall public service.”

By combining different asset types in a single system, the DPW team gains better visibility across the entire network.

Supporting Better Long Term Planning 

While the digital inventory has not drastically changed the department’s daily operational routines, it has significantly improved visibility into the borough’s infrastructure.

“The digital inventory has not significantly changed our daily operational routines,” Dave said. “However, it has greatly improved our ability to view a comprehensive snapshot of roadway conditions.”

This broader perspective helps the borough anticipate future needs and plan infrastructure investments more strategically.

“This data allows the department and the borough to better forecast maintenance needs and plan for future infrastructure expenses.”
